The project is acquisition of development rights on 16 acres of upland and 4 acres of adjacent tidelands at Port Gamble Bay for protection from development into perpetuity. The $1 million request would supplement in-hand $1.5 million ESRP grant (RCO #14-2207) and Tribal funds to help us to meet appraised market value and complete the acquisition. The acquisition project is the first step in the overall goal of restoring high quality nearshore habitat. The bay is home to large herring stocks and populations of surf smelt, sand lance, chum, coho, pink, and Chinook salmon, steelhead, bull and cutthroat trout, multiple species of shellfish. The site is important to indigenous people who lived here for thousands of years and continue to rely on aquatic resources. Progress to date includes feasibility study, appraisal, review appraisal, survey, environmental audit, conceptual designs and draft PSA/CE. Negotiations are now underway. Aquatic cleanup was completed in 2017. Future phases will include fill and armor removal, beach habitat, vegetation, and restored sediment processes. Project will complement Kitsap County’s forest/shoreline conservation on neighboring lands. It will provide public access to water and unpaved trails. No boat ramps or pavement. A timber mill occupied the site 1853 to 1995. The landowner drafted plans to develop commercial, residential, and industrial uses on the site. The Tribe requested to protect the shoreline and the landowner agreed if within 2-3 years.
