DESCRIPTION
This project is located at the salt marsh connection between Indian and Marrowstone Islands in Jefferson County, Washington. The project objective was to work with stakeholders and partners to produce a 90% design set specifying the removal of road fill and twin 5-foot-diameter culverts from State Route 116. A bridge spanning the salt marsh and tidal channels will be designed to replace the existing State Route 116 causeway and associated culverts. This design project determined the best approach to re-create the historic tidal channels which formerly connected Kilisut Harbor to Oak Bay prior to construction of the State Route 116 causeway. When completed, the Kilisut Harbor Restoration Project will increase tidal flushing, improve water quality and restore two important salmon habitats (tidal channels and salt marsh). Re-creation of tidal channels will return lost habitat forming processes. Reconnection of historic tidal channels will allow north/south migratory passage between Kilisut Harbor and Oak Bay benefitting multiple salmon species including ESA listed Hood Canal summer chum and Puget Sound steelhead and Chinook. This project is supported by the Hood Canal Summer Chum Salmon Recovery Plan, the WRIA 17 Limiting Factors Analysis, the Puget Sound Nearshore Ecosystem Restoration Project, and the Hood Canal Lead Entity 3-Year Work Plan
