DESCRIPTION

This project consists of 4 components of restoration, planning and conservation in the Goldsborough Creek estuary in Oakland Bay, South Puget Sound. The restoration component of the project consists of two related projects designed to rebuild lost salt marsh habitat. Component 1: Construction of up to 14-engineered logjams at the mouth of Goldsborough Creek designed to capture sediment to rebuild the creek mouth; Component 2: As phase one of a multi-phase project we will enhance the estuary and tidelands by importing bed material to create intertidal benches/shelves at appropriate elevations to allow for natural vegetation that will mesh with the creek mouth project; Component 3: A planning project will produce a final design for the removal of a bulkhead on Port of Shelton property on the north shore of the harbor. In a future phase we will reconfigure the shoreline to a more natural slope designed to fit with the Component 2 Shelton Harbor project; Component 4: This consists of a fee simple conservation acquisition of 14 acres of High Priority habitat on Eagle Point in Shelton Harbor. The property of interest includes 2 acres of freshwater wetland, 4 acres of tideland, 8 acres of riparian upland and 1600 feet of marine shoreline. All restoration will occur in areas rated as High Priority by the WRIA 14 technical committee and Enhance High Priority by PSNERP. This project is expected to benefit Chinook, coho and chum salmon as well as cutthroat and steelhead trout.

This project included elements of four overall phases of restoration, planning, and conservation in the Goldsborough Creek estuary in Oakland Bay, South Puget Sound. Phase 1 of the project yielded the construction of nine sediment retention structures (log jams) at the mouth of Goldsborough Creek to create dynamic flow paths for sediment sorting and capture to rebuild the creek mouth (complete). Phase 2 was a multi-component project to enhance the estuary by re-creating the inter-tidal salt marsh within three zones or "lobes" (areas 2a, 2b, 2c). Within the scope of work completed under this proposal, area 2a (South Lobe) has been completed to approximately a 20% level, with the additional work expected to occur in summer of 2020 using leveraged match funds. Salt marsh area 2b (West Lobe) has been completed under this proposal. In association with work that occurred under area 2b (West Lobe) an 1,100 foot rock armor bulkhead was buried in the salt marsh fill and was functionally removed. It is noted that the original project scope for the salt marsh lobes only included area 2b (South Lobe) however the scope was amended to include both 2a (South Lobe) and 2b (West Lobe). Phase 3 under this proposal was a planning project to produce a final design for the removal of bulkheads and shoreline armoring on the north shore of the project area. A preliminary design was completed for Phase 3, however final designs were also completed for the 2a and 2b components. Future work for the Phase 3 (north shoreline) will include removing armor and re-configuring the shoreline to a more natural slope. Phase 4 under this proposal consisted of a fee simple conservation acquisition of 14 acres of High Priority habitat on Eagle Point in Shelton Harbor (complete).
