DESCRIPTION
South Puget Sound Salmon Enhancement Group (SPSSEG) used this funding for a restoration project at Jarrell Cove, a tidal estuary of Pickering Passage located on Harstine Island in Mason County. A culvert in the cove kept the estuary from mixing with fresh water; SPSSEG staff had identified the project while conducting a WRIA 14 Barrier Inventory. The previous 3-foot culvert was much too small and had filled up with sand and rocks. It did not allow for natural stream function or tidal exchange and was a significant barrier for salmonids. It was removed and replaced with a box culvert that is 14 feet wide and 10 feet high. The new culvert follows WDFW stream simulation criteria and provides passage for all salmon species and life stages. Following completion, estuary conditions were much improved. It is estimated that post project conditions provide an additional 60' of saltwater inundation upstream of the culvert. Salmon (chum, coho, cutthroat) and other resident fish are utilizing the Jarrell Cove estuary and the upstream landowners have observed adult salmon in the creek (up to river mile 1). Chum salmon have been observed spawning in the estuary.
