DESCRIPTION
This project builds on a SRFB funded feasibility study completed in 2001, and a SRFB funded culvert inventory that identified replacement of these culverts as priority projects in WRIA 13. The replacement of two barrier culverts on Ellis Creek will restore fish passage to 1.5 miles of intact stream habitat. Ellis Creek supports spawning and rearing for five species of salmonids: chum salmon, coho salmon, cutthroat trout, rainbow trout and steelhead. The watershed, one of the only nearly intact basins in Budd Inlet, has an area of 1,472 acres, of which approximately 46% is forested, and only 5.4% is impervious cover. The proximity of the restoration sites to downtown Olympia (< 2 miles), and the location of about one-half mile of stream and the estuary within the City Of Olympia's Priest Point Park, creates an excellent opportunity to showcase the project, while maintaining long-term protection of the stream. Rural zoning densities as well as stream and wetland buffers designated under Thurston County's Critical Areas Ordinance will protect the stream habitat outside of the park. This project is a partnership between the City of Olympia, owner of the lower culvert at East Bay Dr., and Thurston County, owner of the upper culvert at Gull Harbor Rd. As well as the 40% match, the partnership contributes to efficiencies in design, permitting, consultation, and construction. The pending failure of the upper culvert requires both jurisdictions to take action.
