DESCRIPTION
This restoration project is located in Pacific County, WRIA 24, Willapa Bay, Bear River Sub-watershed (Greenhead Slough). This project abandoned a fish barrier culvert; re-aligned the existing channel adding wood for habitat complexity; re-sloped a portion of a steep bank to ensure stabilization; and installed a 70-foot, single lane, steel bridge over the new channel. This is part of an overall Bear River Estuary plan to restore 649 acres and 6 streams. This area historically supported large numbers of chum, Coho, Chinook, cutthroat trout and steelhead, their numbers have dramatically decreased due to poor land management. Total project costs at the end of the project are credited to multiple items. First, additional excavation costs needed additional grading of a steep bank on the site. Once the bank had been excavated as designed it was quickly realized that the slope was too steep and would be unstable. Also, the National Wildlife Refuge required handrails to be installed on the bridge after observing increased public use of the structure. The federal agency requires these rails to meet certain specs which increases the costs from alternative options for this structure. Lastly, project management costs where higher than originally estimated because of change in sponsor at the beginning of the project which led to hiring a contractor for many project elements that was not part of the original cost estimate.
