DESCRIPTION
Mill Creek is a tributary of the Bogachiel River and is located in Forks in WRIA 20. This project provided a preliminary design for the culvert crossing under Russell Road. The “carst” is a concrete fishway that was constructed in the mid 1970’s by WDFW and, while completing the assessment, it was determined that the fishway is currently not a barrier to fish passage. The entire mainstem of Mill Creek was surveyed to determine habitat quality and identify potential projects within the drainage, see attached report "A summary of Fish Habitat and Watershed Conditions" for more details. At the point where Mill Creek intersects with Russell Road there were two, side-by-side, badly degraded culverts that were undersized and had begun to fail. Because of the unstable nature of the degraded culverts the city of Forks had to close the road in the winter of 2010. The culverts were a velocity barrier and when they were replaced it in the summer 2012 the new structure provided unrestricted access to several miles of spawning and rearing habitat for all life stages of salmonid. The City of Forks removed the culverts and replaced the culverts with a 35' concrete bridge. The city utilized our design and geotech report and consulted with our engineer on the project implementation. Without the design and geotech that we completed with SRF Board funding, the the city of Forks would not have had sufficient funding, or time, to complete the Mill Creek culvert replacement project.
