DESCRIPTION
The City of Port Orchard will use this grant to fund 100% design for the Annapolis Creek Culvert Barrier removal to improve salmonid passage within the creek. The City has already completed 30% design for this project using City capital dollars. Two alternatives were determined during the 30% study. This project is focusing on alternative 1 - remove and replace existing culvert. Alternative 2 will be addressed with different funding. The barrier is located at the intersection of Arnold Ave. and Bay St. in downtown Port Orchard adjacent to Sinclair Inlet. Funding this project will help to restore connectivity between Annapolis Creek and Sinclair Inlet, improving passage of its populations of Endangered Species Act listed East Kitsap DIP Steelhead, Coho, Chum and Cutthroat. The primary habitat that will be restored is nearshore and in-stream habitat. This restoration project has been identified as a high priority for the West Sound Partners for Ecosystem Recovery (WSPER) and is a near term action for Puget Sound (NTA # 2018-0122). In addition, and separate from this grant application, the City is extending its shoreline pedestrian pathway over the top of this barrier within the next five years, providing walking and beach viewing opportunities for pedestrians. If funding is acquired through the BAFBRB for this project the barrier removal, coupled with the pathway, will act as a novel viewing platform for pedestrians to view salmon and steelhead runs returning to the stream.
